A of the requirements for localization of personal data bases:

for citizens from 30 to 50 thousand rubles for the first violation and from 50 to 100 thousand rubles for a repeat violation;
for officials from 100 to 200 thousand rubles for the first violation and from 500 to 800 thousand rubles for a repeat violation;
for legal entities from 1 to 6 million rubles for the first violation and from 6 to 18 million rubles for a repeat violation.
Such fines are mostly received by foreign companies that provide services to Russians from abroad. For example, in 2021, the court imposed a fine of 4 million rubles on WhatsApp for violating data localization requirements, and 15 million and 17 million rubles on Facebook (recognized as extremist and banned in the Russian Federation) and Twitter (now X) for repeated violations, respectively.

However, punishment may also be applied to a domestic company if it stores or transmits data of Russian citizens to a server located abroad. Therefore, to avoid violating localization requirements, it is necessary to:

Conduct an audit of the data being processed and the means of storing/processing it. Data of Russian citizens should not be processed by foreign services.
Conduct an audit of transactions and relationships with the organization's partners to whom data is transferred.
